Blur Product Development vs. Engenious Design vs. 3Design Co: Turnkey NPD, ISO 13485 & DFM Fee Structures

Turnkey product development firms typically bill $135 to $225 an hour, about $165 on average, or sell fixed phase milestones of $25,000 to $180,000 or more per program. On a 1,100-hour program that is $148,500 at the low rate and $247,500 at the high one, and a 15% change-order drift adds another $27,000 at the average. The fee structure and the change-order clause matter as much as the rate.

01The short answer: compare how each firm prices risk, not just the rate

Blur Product Development, Engenious Design and 3Design Co are turnkey product development consultancies of the kind hardware companies hire to take a product from concept through engineering, prototypes and manufacturing handoff. Their hourly rates and program prices typically sit inside the same market range. The real differences you can compare are in how the work is priced, how changes are handled, how tooling and suppliers are sourced, and whether the firm's quality system fits regulated work such as ISO 13485 medical devices.

Four questions decide most NPD contracts:

  • Fee model. Time and materials, fixed price per phase, or a hybrid.
  • Change-order rules. What counts as a change, who approves it, and at what rate.
  • Tooling and suppliers. Are mold and production quotes bid open-book, with any markup disclosed?
  • Deliverables. Native CAD, drawings, bills of materials and, for medical work, design history file content you can use after the engagement ends.

Engineer Aid is independent of every firm named here. We do not rate their design quality; we benchmark the fee structure and contract you are offered.

02Three fee models and where the risk sits

Ask every firm to quote the same scope in at least two of these models. The comparison shows how much each firm charges to carry risk.

NPD fee models, typical 2025-2026 ranges
ModelTypical pricingWho carries overrun riskBest fit
Time and materials (T&M)$135-$225 / hr, blendedYouEarly concept work with an unclear brief
Fixed price per phase$25,000-$180,000+ per program, split by phaseThe firm, within the defined scopeWell-specified products with a frozen requirements list
Hybrid: fixed phase with T&M change ordersFixed phase fees plus an hourly rate for changesSharedMost hardware programs
Capped T&MHourly up to a not-to-exceed figure per phaseShared, with a ceilingPrograms where scope will move but budget cannot

A fixed-price quote is usually higher than the T&M estimate for the same work, because the firm prices in a risk margin. That margin is reasonable if the scope is likely to move; it is wasted if your requirements are already firm.

A useful test: ask for the T&M estimate and the fixed price on the same scope. If the fixed price is 10% to 20% higher, that gap is the firm's price for carrying your overrun risk. Decide whether you would rather pay it upfront or hold the risk and manage it with a change budget.

03Blended rates: why the headline hourly rate misleads

NPD firms staff programs with a mix of roles: principal engineers, project engineers, industrial designers, CAD designers and prototype technicians. Each role carries its own rate. The number that matters is the blended rate across the hours you will actually use.

Worked example: a program staffed 20% by principals at $225, 50% by engineers at $165 and 30% by designers at $135 has a blended rate of (0.2 x $225) + (0.5 x $165) + (0.3 x $135) = $45 + $82.50 + $40.50 = $168 an hour. If the firm shifts the mix to 40% principal time, the blend rises to $180 without any change in the rate card.

Ask each firm for:

  • the rate for each role;
  • the planned hours by role for each phase;
  • a rule that role mix cannot shift by more than an agreed margin without your approval;
  • monthly reports of actual hours by role against plan.

With those four items, quotes from different firms become comparable even when their rate cards look different.

04Worked example: a 1,100-hour program by phase

A connected electromechanical product, budgeted at 1,100 hours at the $165 average rate, $181,500 in total. The phases follow the common hardware sequence: concept, engineering validation test (EVT, first working prototypes), design validation test (DVT, production-intent design proven against requirements) and production validation test (PVT, built on production tooling and processes).

1,100-hour NPD program at $165/hr, with a 15% change-order drift
PhaseShare of hoursHoursBudgetWith 15% drift
Concept and industrial design15%165$27,225$31,309
EVT30%330$54,450$62,617

PVT and transfer20%220$36,300$41,745
Total100%1,100$181,500$208,725

The same 1,100 hours cost $148,500 at $135 and $247,500 at $225, a $99,000 spread across the market range. Change-order drift of 15% adds $27,225 at the average rate. Most of that drift tends to appear between EVT and DVT, when test results force design changes.

05Change-order creep between EVT, DVT and PVT

Change orders are normal; untracked change orders are the problem. Buyers commonly report that a program priced at a fixed fee per phase still grows by 10% to 25% through change orders, mostly because the boundary between a fix and a change was never written down.

Clauses that keep change orders under control:

  1. A frozen requirements document at the end of concept, signed by both sides. Anything outside it is a change; anything needed to meet it is not.
  2. Firm-caused rework at no charge. If a prototype fails because of a design error, the fix is part of the phase price.
  3. Written estimates before work. No change order work starts without an hours estimate and your written approval.
  4. A change budget. Agree a reserve, for example 10% of the program, and report against it monthly.
  5. Phase exit criteria. Define what must be true to close EVT and DVT, so a phase cannot drift into the next one.

The hardware startup DFM and NPD playbook covers phase gates and exit criteria in more detail.

06Tooling and supplier sourcing: insist on open-book quotes

Many NPD firms help source injection molds, castings, PCB assembly and contract manufacturing. That help is valuable, but it is also where costs can be hidden. Buyers report tooling markups or undisclosed supplier margins of 8% to 15% when mold quotes are not bid open-book. On a $60,000 mold, 8% is $4,800 and 15% is $9,000.

This is a structural risk to manage with any firm, not a claim about any firm named here. The controls are simple:

  • ask for supplier quotes on the supplier's own letterhead, addressed to you;
  • ask the firm to disclose in writing any markup, handling fee or commission on supplier work;
  • get at least two quotes for each mold or major production part;
  • make sure tooling is owned by you, with the ownership stated in the supplier purchase order;
  • pay the supplier directly where practical, and pay the firm a disclosed fee for managing the work.

A disclosed sourcing fee is a fair charge. An undisclosed margin is the thing to avoid.

07Medical device and regulated programs

For medical devices, the firm's quality system matters more than its rate. A design partner working on a product headed for FDA 510(k) clearance should operate design controls compatible with your ISO 13485 quality system and deliver records you can put in your design history file.

08How to compare three NPD proposals side by side

  1. Send one written brief with requirements, target cost, volumes, regulatory path and timeline.
  2. Ask for hours by role and phase, the rate card, and a fixed-phase price for the same scope.
  3. Compute each firm's blended rate and total with a 15% change reserve.
  4. Compare change-order, tooling disclosure and IP clauses line by line.
  5. Check deliverables: native CAD, drawings, BOM, test reports, DFM reviews.

If the work qualifies as research, 65% of US contractor spend can count toward the R&D credit when you keep substantial rights and bear the economic risk; at about 7.9% net, $181,500 of qualifying spend is worth roughly $9,320. Milestone payment terms can affect that test, so review them with your tax adviser and the R&D credit calculator. To weigh a firm against freelancers, see Cad Crowd vs. Upwork vs. Toptal.

Questions buyers ask

How much does a product development firm charge per hour?

Turnkey US and UK product development consultancies typically bill $135 to $225 an hour, with about $165 as a common average. Blended rates depend on the mix of principals, engineers and designers on your program, so ask for planned hours by role.

How much does it cost to develop a hardware product with an NPD firm?

Fixed phase programs commonly run $25,000 to $180,000 or more. A 1,100-hour electromechanical program costs about $181,500 at $165 an hour, and a 15% change-order drift raises it to about $208,700.

Is fixed-price or hourly better for product development?

Fixed price per phase moves overrun risk to the firm and suits a frozen requirements list, but it usually costs more than the hourly estimate because risk is priced in. A hybrid of fixed phases with approved hourly change orders fits most hardware programs.

What are EVT, DVT and PVT?

They are the common hardware validation phases. EVT builds first working prototypes, DVT proves the production-intent design against requirements, and PVT confirms the product on production tooling and processes. Change orders tend to cluster between EVT and DVT.

Should an NPD firm mark up tooling costs?

A disclosed sourcing or management fee is a fair charge. Buyers report undisclosed markups of 8% to 15% when mold quotes are not bid open-book, which is $4,800 to $9,000 on a $60,000 mold, so ask for supplier quotes addressed to you and written disclosure of any fee.
