Tool 03 · PE stamp fees
Multi-state PE stamp, plan review and NCEES comity fee calculator
Pick the scope, the project state and the size. The calculator returns a fee range for review and seal, applies the state's structural review tier, adds comity and firm-registration filings, and shows what a volume retainer saves.
01Fee formulas by scope
Each scope uses the house base fee, then the jurisdiction multiplier, then a range of −15% / +20% to reflect firm and schedule differences.
| Scope | Formula | Example |
|---|---|---|
| Residential solar PV / ESS letter | $350/site; $195 at 25+/month | 30 sites → $195 each |
| Residential beam / wall / foundation | $850 | $850 |
| Commercial solar / carport | MAX($850, MIN($2,800, $850 + kWdc × $5.50)) | 250 kWdc → $2,225 |
| Commercial MEP tenant improvement | MAX($2,200, sq ft × $0.55) | 12,000 sq ft → $6,600 |
| Structural / threshold building | MAX($3,800, value × 1.2%) | $2.5M → $30,000 |
| Equipment seismic anchorage | $2,600 per unit | 4 skids → $10,400 |
The commercial solar line is a house estimate inside the observed $850-$2,800 range for roof and carport arrays. Larger ground-mount and utility work is quoted by scope.
02Why the state changes the fee
Fees rise where the law asks more of the sealing engineer. Illinois reserves structural engineering to licensed Structural Engineers; California requires an SE for school and hospital structures and extra state exams for civil PEs; Washington, Oregon, Nevada, Hawaii and Utah require SE licensure for significant structures. These carry the 1.35× multiplier. Florida carries 1.30× for threshold buildings under F.S. 553.71 and High-Velocity Hurricane Zone wind requirements in Miami-Dade and Broward.
Worked example: the 12,000 sq ft MEP TI above costs $6,600 base in Texas (range $5,610-$7,920). The same scope in California is $6,600 × 1.35 = $8,910 (range $7,574-$10,692).

03Responsible charge and what you are buying
Under the NCEES Model Law and state rules built on it, an engineer may seal only work prepared under their responsible charge or independently checked with full calculations retained. A sealed letter with no calculations behind it is a liability for both parties. When you compare quotes, ask what is included:
- Stamped calculations, not only a sealed letter
- The sealing engineer's active license in the project state and the firm's registration / certificate of authorization number
- Revision turnaround and how many cycles are included
- Professional liability limits
For high-volume solar and MEP programs, see the multi-state stamping playbook.
Benchmarks are typical 2025-2026 market ranges compiled by Engineer Aid, an independent desk not affiliated with the vendors named. Quotes vary by region, volume and timing; nothing here is legal, tax or engineering advice. Revised 2026-11-06.
Questions buyers ask
How much does a PE stamp cost for residential solar?
A residential solar PV or battery storage structural and electrical PE letter typically costs about $350 per site, falling to around $195 per site for installers sending 25 or more sites a month. SE and high-seismic states add about 35%.
How much does commercial MEP plan review cost?
A commercial tenant improvement MEP review and seal is typically the greater of $2,200 or $0.55 per square foot. A 12,000 sq ft space is about $6,600 before any state multiplier.
Which states require a Structural Engineer instead of a PE?
Illinois reserves structural engineering to licensed SEs. California, Washington, Oregon, Nevada, Hawaii and Utah require SE licensure for certain significant structures such as schools, hospitals or buildings above board thresholds. Check the board's current rule for your structure.
What does comity licensure in another state cost?
Budget about $425 per additional state: roughly $225 for the individual comity application and $200 for the firm registration or certificate of authorization, plus the time to assemble NCEES Record documents.
