Corridor guide: Massachusetts
Massachusetts and the Boston Corridor: MedTech ISO 13485 NPD Rates, Robotics Staffing Markups and the MA 10% R&D Tax Credit
Boston buyers mostly spend on outside product development and contract engineers, not seals: turnkey ISO 13485 development benchmarks at about $165 an hour, so a 900-hour design phase is near $148,500 before tooling. Massachusetts adds a 10% state R&D credit on top of the federal credit, which on a $3.6M research budget can be worth more than $200,000 a year.
01How the Boston engineering market buys
The Boston corridor, from Cambridge and the Seaport out along Route 128 and I-495 to Worcester, combines three engineering markets: medical devices and diagnostics, robotics and automation, and life sciences lab construction. Each buys engineering differently.
- Medical device companies buy design and development under a quality system, commonly ISO 13485, with FDA design controls. They outsource whole phases to product development firms, or add contract engineers to an internal team.
- Robotics companies hire mechanical, electrical, controls and software engineers fast, often through agencies, and move to direct hire once a product line stabilizes. Conversion fees matter.
- Lab and biotech developers buy MEP-heavy design: fume hoods, exhaust, process utilities, high air change rates. This is where Massachusetts PE seals concentrate.
All three compete for the same talent pool as the region's universities and large tech employers, so rates sit at the upper end of national ranges. The main levers for a buyer are phase-gated contracts with outside firms, transparent staffing markups, and a credit study that captures both the federal and the Massachusetts research credit.
02NPD firm, contractor and offshore rates: the arithmetic
Benchmarks below are typical 2025-2026 market ranges. Staffing bill rate = base wage x (1 + markup). NPD firms bill blended hourly rates or fixed phase milestones of $25,000-$180,000+ per program phase.
| Model | Benchmark rate | Monthly per FTE (160 hrs) | Main risk to check |
|---|---|---|---|
| Turnkey NPD firm (ISO 13485) | $165/hr (range $135-$225) | $26,400 | Change orders between EVT, DVT and PVT |
| Agency contract engineer ($65 base, 52% markup) | $98.80/hr | $15,808 | Conversion fee before 520-1,040 hours |
| Freelance marketplace engineer | $68/hr (range $45-$95) | $10,880 | IP assignment and design history records |
| Offshore 3D CAD FTE + 18% review | $18/hr raw | $3,398 | Quality system controls and Section 174 drag |
Worked example: a startup needs an electromechanical device taken from concept to design freeze. An NPD firm quotes 900 hours at a $165 blended rate: 900 x $165 = $148,500. The same 900 hours from an agency engineer would be 900 x $98.80 = $88,920, but the startup then carries design control, documentation and project management itself. Compare like with like: ask the NPD firm what design history file deliverables, risk management files and verification protocols are included. Run your scenario in the staffing vs outsourcing TCO calculator.
03What to check in a medtech development contract
Medical device development contracts fail on scope and documentation more than on rate. Checks we run:
- Phase gates with fixed deliverables. Price each phase, such as feasibility, design, verification and transfer, as a milestone with a named deliverable list. Open-ended time-and-materials contracts make change orders between engineering, design and production validation builds hard to control.
- Quality system fit. Ask whether the firm works under its own ISO 13485 certified system or yours, and who owns the design history file. If you will submit a 510(k), the records must meet design control requirements regardless of who wrote them.
- Tooling quotes open-book. Buyers report that mold and tooling quotes routed through a development firm can include a coordination margin of 8%-15%. That can be fair for the work involved; the point is to see it. On a $120,000 tool set, 10% is $12,000. Ask for the toolmaker's quote attached.
- IP assignment. The contract should assign all inventions and design files to you, with the firm's background IP licensed for the product.
- Research credit rights. If you want to claim the firm's fees as contract research, the contract should leave you with substantial rights and the financial risk of failure. A firm guaranteeing success on a fixed fee can shift the claim away from you.
04Massachusetts PE licensing, construction control and seal fees
Engineers in Massachusetts are licensed by the Board of Registration of Professional Engineers and Land Surveyors, within the Division of Occupational Licensure, under M.G.L. Chapter 112. Massachusetts has a single PE licence, with no separate SE licence. For business entities offering engineering, check the board's current rule; Massachusetts does not run a broad firm certificate program of the kind Texas or Florida run, but the entity's engineering must be under a Massachusetts licensee.
The state building code, 780 CMR, adds construction control: for buildings above 35,000 cubic feet of enclosed space, a registered design professional, engineer or architect, takes responsibility for reviewing construction against the design and files a final affidavit with the building official. Lab buildings almost always qualify, and construction control is often a separate fee line from design.
| Scope | Base formula or fee | Worked input | Massachusetts fee |
|---|---|---|---|
| Lab MEP fit-out | MAX($2,200, sq ft x $0.55) | 30,000 sq ft | $16,500 |
| Robotics workshop MEP | MAX($2,200, sq ft x $0.55) | 3,500 sq ft = $1,925, floor applies | $2,200 |
| Lab building, structural | MAX($3,800, value x 1.2%) | $5.0M structural value | $60,000 |
| Rooftop exhaust fan anchorage | $2,600 per unit | 6 fans | $15,600 |
| Residential solar PV letter | $350 per site | 1 site | $350 |
Lab fit-outs in Cambridge and Boston commonly quote above the formula because of air-change and exhaust design; treat $16,500 as a floor to test, not a ceiling. An engineer licensed in another state adding Massachusetts pays our $425 benchmark for the filings. Model your scope in the PE stamp and plan review fee calculator.
05The Massachusetts 10% R&D credit, with the math
Massachusetts offers a corporate excise research credit of 10% of qualified research expenses above a base amount, plus 15% of basic research payments to qualifying organizations. The research must be done in Massachusetts. Massachusetts also allows an alternative simplified computation; check the Department of Revenue's current rules for which method gives you more, and for carryforward and limits against your excise liability. Life sciences companies may also look at the state's separate life sciences incentive program, which is application-based.
Worked example for a Waltham medtech company: W-2 research wages $2,500,000, prototype supplies $600,000, payments to a US development firm $800,000. QRE = $2,500,000 + $600,000 + ($800,000 x 0.65) = $3,620,000. Federal credit at about 7.9% = $285,980.
For Massachusetts, for illustration we use a base of 50% of a $3,000,000 prior three-year average, so $1,500,000. Excess QRE = $3,620,000 - $1,500,000 = $2,120,000. Credit at 10% = $212,000. Combined federal and state: $497,980.
Fee check: a 25% contingency fee is $124,495. A fixed-fee study with 9 business components costs $8,500 + (9 x $1,200) = $19,300, a saving of $105,195. The $800,000 to the development firm only counts at 65% if your contract leaves you with substantial rights and the risk of failure, which is why the contract checks above matter to the tax line too. Model it in the R&D credit and Section 174 calculator.
06Robotics staffing: conversion fees and offshore limits
Robotics teams in the corridor commonly start with contract engineers and convert the best ones. That makes the conversion clause the biggest single number in many staffing contracts.
Worked example: a robotics company converts a controls engineer paid $65 an hour after 400 billed hours. Annualized base: $65 x 2,080 = $135,200. At a 22% fee the buyout is $29,744. With a step-down that reaches zero at 520 hours, the fee at 400 hours would be prorated: if it falls in equal steps, roughly $29,744 x (120 / 520) = $6,864. Ask for the step-down schedule in writing, not just the headline fee.
Offshore design is less common for core robotics and medtech work than for drafting, because of IP sensitivity, quality system control and export controls on some motion and sensing technology. Where it is used, for CAD cleanup, drawing packages or test fixture design, the 3D CAD FTE benchmark is $2,880 a month raw and $3,398 with the 18% review buffer. If the offshore work is qualified research, add the Section 174 foreign amortization drag of about 20.3% of the foreign spend in year one, and remember that foreign research earns no Section 41 or Massachusetts credit.
07Boston corridor buyer checklist
- Price NPD work as fixed phase milestones with named design control deliverables.
- Confirm whose ISO 13485 system the work runs under and who owns the design history file.
- Ask for toolmaker quotes attached to any tooling line.
- Check IP assignment and your rights to claim contract research.
- Get agency pay rate and markup separately, and a written conversion step-down schedule.
- For lab buildings, price construction control separately from design.
- Verify PE licences on the Massachusetts board lookup.
- Claim both the federal and the Massachusetts credit, and compare the state's methods.
- Keep Massachusetts research separate from work done elsewhere, which does not earn the state credit.

Turnkey development firms working under ISO 13485 benchmark at about $165 an hour, within a range of $135 to $225, or fixed phase milestones of $25,000 to $180,000 or more. A 900-hour design phase at $165 is about $148,500 before tooling.
What is the Massachusetts R&D tax credit rate?
Massachusetts allows 10% of qualified research expenses above a base amount and 15% of basic research payments, for research done in the state, against the corporate excise. An alternative simplified computation is also available; check the Department of Revenue's current rules.
Can I claim payments to a product development firm as research expenses?
Usually at 65% of the payment, if the work is qualified research done in the US and your contract leaves you with substantial rights to the results and the financial risk of failure. A fixed fee where the firm guarantees success can shift the claim away from you.
What is construction control in Massachusetts?
Under the state building code, 780 CMR, buildings over 35,000 cubic feet of enclosed space need a registered design professional to take responsibility for construction review and file a final affidavit with the building official. Lab buildings almost always qualify, and it is often priced separately from design.
How much is a staffing agency conversion fee for a robotics engineer?
Conversion fees commonly run 18% to 25% of annualized base pay. For a $65 an hour engineer, a 22% fee is $29,744. Negotiate a step-down that reaches zero by 520 billed hours and get the schedule in writing.
