Michigan and the Detroit Corridor: Automotive Tier-1 Engineering Staffing Markups, NX and CATIA Seat Audits and PE Licensing
In the Detroit corridor the money is in contract engineering and CAD seats, not seals: a 30-person contract team at a 48% markup costs about $4.8M a year plus MSP fees, and a 40-seat NX estate at our $11,500 benchmark is $460,000 a year before CAE. Right-sizing seats to real peak use and capping markups usually returns more than any other line.
01How the Detroit engineering market buys
Southeast Michigan, from Detroit through Dearborn, Southfield, Troy, Auburn Hills and Novi up to Ann Arbor, holds one of the densest concentrations of vehicle engineering in the world: the Detroit Three, their technical centers, hundreds of Tier-1 and Tier-2 suppliers and the contract engineering firms that serve them. West Michigan adds office furniture, appliances and defense vehicles.
The buying pattern is different from most states on this site. Very little of the spend is PE seals. Most of it is:
- Contract engineers placed through agencies or engineering service firms, often under a managed service provider (MSP) program at the OEM or Tier-1.
- CAD, PLM and CAE licences, with Siemens NX and Teamcenter, Dassault CATIA and 3DEXPERIENCE, and simulation suites such as Ansys running side by side across a supplier base that must match each customer's toolchain.
- Offshore engineering centers, commonly in India, doing CAD, CAE and validation work for US programs.
EV and battery programs changed the mix after 2020: more electrical, battery thermal and controls engineers, more CFD and crash CAE, and more volatile demand as program timing shifted. Volatile demand favors contract labor, which is why markup discipline matters more here than almost anywhere.
02Contract engineering rates and markups: the arithmetic
The formula is the same everywhere: bill rate = base wage x (1 + markup). Engineering agency markups run 45%-62% in our benchmark. In the Detroit market, high-volume programs with many placements should price at the low end, and buyers report that markup is often hidden inside a single bill rate. Ask for pay rate and markup separately.
| Role | Base wage | Markup | Bill rate | Annual cost |
|---|---|---|---|---|
| CAD designer (NX / CATIA) | $45/hr | 45% | $65.25/hr | $135,720 |
| Product design engineer | $52/hr | 48% | $76.96/hr | $160,077 |
| CAE / crash analyst | $62/hr | 50% | $93.00/hr | $193,440 |
| Battery / controls engineer | $68/hr | 52% | $103.36/hr | $214,989 |
| Validation / test engineer | $50/hr | 48% | $74.00/hr | $153,920 |
Worked example: a Tier-1 runs 30 product design engineers at $76.96 an hour. Annual cost: 30 x $160,077 = $4,802,304. An MSP pass-through of 3% adds $144,069. If the buyer negotiates the markup from 48% to 42%, each bill rate drops to $52 x 1.42 = $73.84, saving $3.12 an hour, or $6,490 per engineer per year, $194,688 across the team. Converting one engineer in month four at a 20% fee on the $108,160 annualized base costs $21,632; a 520-hour step-down would make that zero by month four. 03Clauses to check in an automotive staffing MSA
Automotive staffing contracts are often long, inherited from a program that ended years ago, and renewed without review. These are the clauses we check first:
- Markup transparency. Pay rate and markup should be separate columns on the rate card. A single blended bill rate makes it impossible to see when a markup creeps from 45% to 58%.
- Conversion fee step-down. Standard fees of 18%-25% of annualized salary often run to 1,040 hours. Ask for a step-down to zero at 520 hours, since many Detroit programs convert good contractors early.
- MSP and VMS fees. Pass-through fees of 2%-3.5% should be stated once, not charged by both the MSP and the supplier.
- Overtime markup. Launch periods drive overtime. Check whether the markup applies to the overtime premium or only the base, because the difference is large during a launch.
- Program-end terms. When a vehicle program is cancelled or delayed, notice periods and minimum assignment lengths decide how fast you can release a team. Ask for two weeks or less.
- IP and confidentiality. Contract engineers touching customer CAD data should sign the customer's confidentiality terms, and the agency agreement should assign all work product to you.
None of these are accusations against any agency; they are the commercial terms that decide total cost. A rate-card audit compares them side by side across your current suppliers.
04NX, CATIA and CAE seat audits
Supplier engineering groups commonly carry seats for every customer toolchain: NX for one OEM, CATIA for another, plus SOLIDWORKS or Creo for internal tooling. Seats accumulate faster than people. Use the benchmark prices below and real license server data to right-size.
| Product | Benchmark cost | What to check |
|---|---|---|
| Siemens NX Mach 1-3 | $11,500 / seat / yr | Peak concurrency vs. seats paid |
| Siemens NX value-based licensing pool | $25,000-$60,000 / yr minimum | Token burn vs. commitment |
| PTC Creo Advanced | $6,800 / seat / yr | Modules in use vs. modules paid |
| SOLIDWORKS Premium | $5,100 / seat / yr | Renewal uplift cap |
| Ansys Mechanical / Fluent | $22,000 / solver seat / yr | Solver hours per week |
| Ansys HPC pack (32 cores) | $12,500 / yr | Cloud burst below 28 hours a week |
CATIA and 3DEXPERIENCE role pricing varies widely by role and package, so we do not publish a single benchmark; compare it against at least two written quotes. Worked example on NX: a supplier pays for 40 seats, $460,000 a year. License logs show a peak of 22 concurrent users. At the 72%-85% target peak concurrency, about 22 / 0.80 = 28 seats would cover demand. Dropping 12 seats saves 12 x $11,500 = $138,000 a year, if the contract allows floating or reduction at renewal. Check that before the renewal window, not after. For CAE, the CAD and PLM license audit calculator runs the same test.
05Michigan PE licensing and seals
Engineers in Michigan are licensed by the Department of Licensing and Regulatory Affairs (LARA) with the Michigan Board of Professional Engineers, under Article 20 of the Occupational Code. Michigan issues a single PE licence; there is no separate SE licence, so a competent Michigan PE may seal structural work.
Many automotive engineers are not PEs, because product engineering inside a manufacturer is commonly outside the licensing requirement. Licensure becomes necessary where work is offered to the public or sealed for a permit: plant expansions, mezzanines, equipment foundations, process piping and building MEP. For firms, Michigan does not run a stand-alone certificate of authorization like Texas, but the Occupational Code sets licensed-control requirements for firms that offer engineering. Check LARA's current rule before you contract with a new design-build firm.
Seal fees at our 1.00x Michigan multiplier: an equipment foundation for a press line at $2,600 per unit; a plant MEP upgrade of 20,000 sq ft at MAX($2,200, 20,000 x $0.55) = $11,000; a $1.5M structural expansion at $1,500,000 x 0.012 = $18,000. An Ohio firm adding Michigan pays our $425 benchmark for the licence and firm filings. Detroit permits go through the Buildings, Safety Engineering and Environmental Department (BSEED); suburban cities run their own departments. Model seal fees in the PE stamp and plan review fee calculator.
06Offshore CAE and the new Michigan R&D credit
Offshore CAE is standard in the corridor. An FEA or CFD FTE at $26 an hour is $4,160 a month; with the 18% US review buffer, $4,909 a month, against $16,120 a month for the CAE analyst in the table above. But if the work is qualified research, Section 174 requires foreign research costs to be amortized over 15 years. The year-one cash tax drag is about 20.3% of foreign spend: 12 x $4,160 = $49,920 a year, so about $10,134 per FTE in year one.
Michigan enacted a new research and development credit beginning with 2025 tax years, after many years without one. As we understand the structure, it gives a lower rate on research spend up to a base and a higher rate above it, a higher rate for smaller businesses, an annual cap per taxpayer, a bonus for research with a Michigan university, and a statewide annual cap. Check the Michigan Department of Treasury's current rules and application timing before you count on a figure.
Worked federal example for a Tier-2 supplier: W-2 research wages $3,000,000, supplies $400,000, US contractors $600,000. QRE = $3,000,000 + $400,000 + ($600,000 x 0.65) = $3,790,000. Federal credit at about 7.9% = $299,410. A 25% contingency fee would be $74,853 on the federal credit alone; a fixed-fee study with 12 business components is $8,500 + (12 x $1,200) = $22,900. Watch contract terms: tooling and engineering paid by the OEM on a time-and-materials basis is commonly treated as funded research.
07Detroit corridor buyer checklist
- Get pay rate and markup as separate columns from every staffing supplier.
- Set a 520-hour conversion step-down and two-week release terms for program changes.
- Check that MSP and VMS fees are charged once.
- Pull license server logs for NX, CATIA, Creo and Ansys 90 days before renewal.
- Size seats to 72%-85% peak concurrency and confirm the contract allows reductions.
- Compare CAE solver use with HPC pack cost; burst to cloud below 28 hours a week.
- For offshore CAE, add the 18% review buffer and the Section 174 drag if the work is research.
- Use a Michigan PE for plant structural, foundation and MEP permits.
- Check the new Michigan R&D credit rules and screen out OEM-funded projects.

Questions buyers ask
What markup do engineering staffing agencies charge in Detroit?
Engineering agency markups run 45% to 62% over base pay in our benchmark. High-volume automotive programs should sit at the low end. A $52 an hour engineer at a 48% markup bills $76.96 an hour, about $160,077 a year.
How much does a Siemens NX seat cost per year?
Our benchmark for a role-based NX Mach 1-3 subscription is about $11,500 per seat per year, and value-based licensing pools commonly need $25,000 to $60,000 a year minimum. Compare seats paid with peak concurrent use before each renewal.
Does Michigan require a PE licence for automotive engineers?
Product engineering inside a manufacturer is commonly outside the licensing requirement in Michigan. Work offered to the public or sealed for a permit, such as plant structures, foundations and building MEP, needs a Michigan PE licensed through LARA.
Does Michigan have an R&D tax credit?
Yes. Michigan enacted a new research and development credit starting with 2025 tax years, with different rates above and below a base, higher benefits for smaller businesses and annual caps. Check the Michigan Department of Treasury's current rules before relying on a figure.
Is offshore CAE cheaper than local contract analysts?
On rate, yes: about $4,909 a month landed per offshore FEA FTE including review, against about $16,120 a month for a local contract analyst. If the work is qualified research, add the Section 174 foreign amortization drag of about 20.3% of offshore spend in year one.
