North Carolina (NCBELS) & Georgia (PELS) Corridor: Data Center & Industrial MEP PE Stamping, Firm COA Rules & Staffing Rates
Data center and industrial MEP work in North Carolina and Georgia is priced by area: the house benchmark is MAX($2,200, sq ft x $0.55), so a 40,000 sq ft electrical and mechanical fit-out benchmarks at $22,000 before comity. Both states expect the firm, not just the engineer, to be registered. Georgia adds a 10% state R&D credit; North Carolina's former research credit has expired.
01Boards, firm licensing and seals in North Carolina and Georgia
North Carolina regulates engineers through the North Carolina Board of Examiners for Engineers and Surveyors (NCBELS) under General Statutes Chapter 89C. A corporation or LLC that offers engineering in North Carolina needs a firm license from NCBELS, with a licensed engineer designated as responsible for the firm's engineering work. NCBELS publishes rules on seal format and on electronic and digital sealing; read the current version before a vendor sends you a PDF with an image of a seal pasted on it.
Georgia regulates engineers through the State Board of Registration for Professional Engineers and Land Surveyors, one of the professional licensing boards administered by the Secretary of State, under O.C.G.A. Title 43, Chapter 15. Georgia expects firms offering engineering to hold a Certificate of Authorization. Check the board's current rule on which entity types need one and who must be the registrant in charge.
Both boards follow the NCEES Model Law concept of responsible charge. The sealing engineer must have directed the design or verified it independently, and the calculations must be on file. For data center work, where the design often comes from a national prototype, ask the local sealing engineer what they actually reviewed: site-specific loads, utility service, generator sizing and local amendments to the energy code. A seal on an unchanged prototype is a common source of review comments.
Both states accept NCEES Record holders for comity, which shortens review. Budget weeks, not days, and get license and firm numbers in writing.
02MEP and civil seal pricing, worked through
Neither North Carolina nor Georgia is in the 1.35x SE-mandatory group, and neither carries Florida's 1.30x threshold multiplier. The base house formulas apply at 1.0x.
Worked example: two-state data hall fit-out
A colocation operator builds identical 40,000 sq ft data halls in Charlotte and metro Atlanta. Each needs MEP plan review and seal, and each has a $650,000 structural scope for equipment platforms and roof dunnage.
- MEP per site: MAX($2,200, 40,000 x $0.55) = $22,000
- Structural per site: MAX($3,800, $650,000 x 0.012) = $7,800
- Two sites: ($22,000 + $7,800) x 2 = $59,600
- Second state for the sealing firm: $425
- Total benchmark: $60,025
Large mission-critical packages are often quoted per project rather than per square foot, because redundancy topology drives effort more than area. Use the formula as a reasonableness check, not as a ceiling. If a quote is far above it, ask what drives the difference: commissioning support, arc-flash studies and utility coordination are frequently bundled without a line item.
| Scope | Formula | Example | Benchmark |
|---|---|---|---|
| Data hall MEP review + seal | MAX($2,200, sq ft x $0.55) | 40,000 sq ft | $22,000 |
| Small office MEP TI | MAX($2,200, sq ft x $0.55) | 3,200 sq ft | $2,200 (minimum) |
| Equipment platform structural | MAX($3,800, value x 1.2%) | $650,000 | $7,800 |
| Generator or chiller pad anchorage | $2,600 per unit | 6 units | $15,600 |
| Residential solar PV letter | $350 per site ($195 at 25+/mo) | 30 sites in one month | $5,850 |

03Staffing market: Research Triangle, Charlotte and Atlanta
The corridor mixes data center construction, life-science manufacturing in the Triangle, automotive and battery plants, and a large Atlanta A&E market. Contract engineers bill in the typical $72-$135/hr range through national agencies, with markups of 45% to 62% on base wage.
Example: an electrical engineer on a $58/hr base for a 9-month data center build (1,560 hours).
- At 55% markup: $58 x 1.55 = $89.90/hr; x 1,560 = $140,244
- At 45% markup: $58 x 1.45 = $84.10/hr; x 1,560 = $131,196
- Difference: $9,048 on one engineer
Construction-phase roles bring per diem and travel. Ask whether the agency marks up per diem; many contracts pass it through at cost, some do not. If the plan is to hire the engineer at the end of the build, the conversion fee matters more than the markup: 20% of a $120,640 salary is $24,128 if you convert before the step-down hour threshold. Negotiate the threshold down to 520 hours. Clause-by-clause guidance is in our agency markup comparison.
04Outsourcing MEP drafting and BIM coordination
Southeast MEP firms commonly send Revit modelling, shop drawings and clash coordination offshore while keeping the sealing engineer local. House benchmarks are $14/hr for 2D drafting and BIM ($2,240 per FTE-month) and $18/hr for 3D modelling ($2,880). Add an 18% internal QA buffer for the local engineer's review time.
Example: three BIM FTEs for a 10-month data center program.
- Raw: 3 x $2,240 x 10 = $67,200
- QA buffer: $67,200 x 0.18 = $12,096
- Landed: $79,296
Routine production drafting is not research, so the Section 174 foreign amortization effect usually does not apply to this work. It does apply if the offshore team performs qualified design experimentation. Keep the two kinds of work on separate purchase orders so tax can classify them. The seal stays with the local PE; the offshore bureau should never be asked to apply it. Contract terms for dedicated FTE teams are covered in the dedicated CAD/BIM FTE audit.
| Option | Unit rate | 10-month cost per seat | What to check |
|---|---|---|---|
| Offshore BIM FTE + 18% QA | $2,240/mo | $26,432 | Revit version, LOD spec, clash SLA |
| Offshore 3D modeller + 18% QA | $2,880/mo | $33,984 | Model ownership and file handover |
| US agency BIM coordinator | $84.10/hr x 1,733 hrs | $145,745 | Conversion fee threshold |
| US freelance via marketplace | $68/hr x 800 hrs | $54,400 | Work-for-hire IP rider |
05Civil site plans and local review in the corridor
Industrial and data center campuses in this corridor carry large civil packages: grading, stormwater, utility extensions and access roads. The sealing civil engineer must be licensed in the state, and the firm must meet that state's firm rules, exactly as for MEP. What differs is who reviews the drawings. County and city development offices, state environmental agencies for erosion and stormwater permits, and the electric utility for service design all review on their own timelines.
For buyers, three points matter more than the seal fee:
- Resubmittal terms: ask how many review cycles the fee covers. A quote that includes one response to comments is not comparable to one that includes three.
- Local amendments: both states adopt model codes with state amendments, and some jurisdictions add their own. Ask the engineer which edition and amendments they designed to.
- Schedule risk: on fast-track campuses the review queue, not the engineering, often sets the date. Put the submittal date, not the drawing date, in the contract milestone.
Civil fees vary too much by site to fit one formula. Ask for a scope-based quote and compare at least two.
06R&D incentives: Georgia yes, North Carolina no
Georgia offers a research tax credit of 10% of qualified research expenses above a base amount. Some businesses can apply excess credit against payroll withholding; check the Department of Revenue's current eligibility and election deadlines.
North Carolina's Article 3F research and development credit sunset at the end of 2015. A North Carolina company today relies on the federal credit unless a targeted program applies; check with the Department of Revenue before you budget any state benefit.
Example for a Georgia equipment manufacturer with $900,000 of qualified wages, $60,000 of supplies and $200,000 of US contract engineering:
- QRE: $900,000 + $60,000 + ($200,000 x 0.65) = $1,090,000
- Federal net at about 7.9%: $86,110
- Georgia at 10% of the excess over base: if the base is $700,000, then $390,000 x 0.10 = $39,000
A&E firms here should watch the funded-research rule: design work billed on time-and-materials is often disallowed. A fixed-fee study at $8,500 plus $1,200 per business component costs $13,300 for four projects, against $31,278 for a 25% contingency fee on $125,110.
07Checklist before you sign a Southeast MEP or civil seal contract
- Verify the individual license and the firm license or COA on the NCBELS and Georgia board public lookups.
- Ask whether the seal will be digital and confirm it meets the board's current electronic seal rule.
- Price MEP by area and check the quote against MAX($2,200, sq ft x $0.55).
- Ask what was reviewed for site-specific conditions when the design comes from a national prototype.
- Budget $425 and lead time for each extra state.
- On staffing, settle markup, per diem treatment and the conversion threshold together.
- Keep offshore drafting and offshore research on separate POs.
- Do not budget a North Carolina state R&D credit unless your advisor names the current program.

Questions buyers ask
Does a company need a firm license to offer engineering in North Carolina?
Yes. NCBELS requires corporations and LLCs that offer engineering in North Carolina to hold a firm license and to designate a licensed engineer responsible for the firm's engineering work. The individual PE license alone does not cover the company.
How much should a data center MEP plan review and seal cost?
The house benchmark is MAX($2,200, square feet x $0.55) at a 1.0x multiplier in North Carolina and Georgia. A 40,000 sq ft data hall benchmarks at $22,000. Large mission-critical packages are often quoted per project, so use the formula as a check and ask what drives any large gap.
What is Georgia's R&D tax credit rate?
Georgia's research tax credit is 10% of qualified research expenses above a base amount. Some businesses can apply excess credit against payroll withholding. Check the Georgia Department of Revenue's current rules and deadlines.
Does North Carolina have a state R&D tax credit?
North Carolina's general Article 3F research and development credit sunset at the end of 2015. Companies there rely on the federal Section 41 credit unless a targeted program applies, so confirm with the Department of Revenue before budgeting a state benefit.
Can an offshore BIM team seal drawings for a Georgia project?
No. Only an engineer licensed in Georgia, working through a firm that meets Georgia's firm authorization rules, can seal. The offshore team prepares models under the responsible charge of the local PE, who reviews and seals the final documents.
